Malaysia to launch platform for direct foreign worker recruitment
Announced by Human Resources Minister Datuk Seri Ramanan Ramakrishnan in early February 2026, the initiative aims to curb worker exploitation, reduce excessive recruitment fees, and eliminate the "middleman problem".
Key Features of the Platform
Direct Matching: Employers can connect directly with prospective workers via a centralized digital system, ensuring job descriptions and terms are clear before contracts are signed.
Virtual Interviews & AI Translation: To overcome language barriers, the platform will feature virtual interview tools with AI-powered real-time translation (e.g., translating Bahasa Malaysia into a worker's mother tongue).
Integrated Identification: The system is expected to utilize MyDigital ID for worker identification, salary crediting, and administrative tracking.
Government-to-Government (G2G) Model: The proposed system shifts toward a G2G approach to ensure alignment with the laws of labour-source countries like India, Bangladesh, and Nepal.
Objectives & Impact
Reducing Costs: Currently, some workers pay between US$5,000 and US$8,000 in recruitment fees, leading to debt bondage. The new platform aims to align with International Labour Organization (ILO) standards, where recruitment fees should not exceed one month's wages.
Ethical Hub Goal: This move supports Malaysia’s target to become an ASEAN ethical recruitment hub by 2028.
Improved Oversight: By eliminating unregulated intermediaries, the government intends to improve its standing in the US Department of State’s Trafficking in Persons (TIP) Report.
Implementation Timeline
The platform is currently being fine-tuned and will undergo discussions with the Ministry of Home Affairs (KDN) and relevant stakeholders before being presented to the Cabinet. It is expected to go live later in 2026.
